On the 16th of July,2009,DelhiUniversity and Other Universities are reopening after summer break and also new session begins.In Delhi University ,the authorities, like the Proctor,DSW Offices and especially DUSU-have been taking several measures to fight against the ragging menace. More than 20 CCTVs are installed in different points of both the campuses. Anti ragging police squads have been deployed including women police squads in Delhi University’s North and South Campuses.
In the Universities and Colleges, commencement of new session appears to be both delighting at the same time very panick-stricken. Not Only in Delhi,across the country ‘ragging’ emerges as a great social menace and mostly dirty face of ragging is seen around educational institutions at the time of new session .Thousands of freshers join Universities, especially in Delhi for making a bright career. Most of the students used to come from out side Delhi and from various States.Since,The fresh students are normally not aware of the social structures of the metro cities like Delhi,Mumbai,Bangalore , Chennai,Kolkata ,They easily become prey at the hands of dirty raggers or anti social elements. In the name of ragging-some anti socials take advantages and rag new students (specially girls).Girls coming to Delhi from North-East States and Foreign students from out side countries, become soft targets for either to the senior class mates or outsider-anti social goons .In the guise of students,these goons enter in to campus and rough up innocent boys or girls. Some times, ragging becomes very much unhealthy and criminalized. The Central Govt.,University grants commission and above all Supreme Court have passed anti-ragging measures .All most all the Universities and Colleges have released statutory regulations regarding prohibitions against ‘Ragging’.& Gender Sensitization
Ragging - a Statutory Warning: Delhi University
I.
1. Ragging in any form is strictly prohibited within the college premises or any other part of the Delhi University as well as on public transport.
2. Any Individual or collective act or practice of Ragging constitutes gross indiscipline and shall be dealt with under ordinance XV ( C ) of the University
3. Ragging for the purpose of this Ordinance ordinarily means any act, conduct or
practice by which dominant power or status of senior students is brought to bear on
students freshly enrolled or students who are in any way considered junior or
inferior by other students. It includes individual or collective acts or practice which:
( a ).involve physical assault or threat ,and/or use of physical force;
( b ).violate the status ,dignity and honour of women and honour of students belonging
to the schedule casts and tribes;
( c ).expose students to ridicule and contempt and affect their self-esteem;
( d ).Entail verbal abuse and aggression, indecent gestures and obscene behaviour.
4. In case any student(s).who have obtained degrees of Delhi University,are found
under this Ordinance committing an act or practice of ragging,he/she/they may be
subjected under Ordinance Xv to appropriate action for withdrawal of degrees
conferred by the University.
5. For the purpose of Ordinance XV, abetment of ragging will also amount to
ragging.
II. As per Ordinance XV( D ) OF THE University the College has set up a committee
to redress compliments related to sexual harassment
( Note : The directives of the university of Delhi,its Ordinance ,ad the guidance of the relevant orders of the Supreme Court of India will be strictly adhered to in all matters related to ragging.).

Ragging on any student is a criminal offence and stringent measures have to be taken for curbing the menace of ragging in Universities and in any kind of educational Institutions. Universities in Delhi and institutions across the country, have become very much conscious of its responsibilities in this regard and students and parents need not harbor undue apprehensions, and should report any incidence immediately to the Institution Authorities, and stringent punishment will be meted out to the culprit. The Statutory warning displayed below is also displayed in the Colleges under instructions from the University Grants Commission (UGC).It may be mentioned that the U.P Technical University and the Hon'ble Supreme Court of India; vide UGC-Letter No.F-1-8/2006(CPP-II), Dated 4th.March, 2008, the UPTU letter No.UPTU/RO/AK/2008/34489-34792/2004 passed in the matter of University of Kerala v/s Council of Principals etc,which is reproduced below(Being mandatory statutory warning):-
If any incident of ragging comes to the notice of the authority, the concerned students shall be given liberty to explain and if his explanation is not found satisfactory, the authority would expel him from the Institution."
For last few years, Ragging in a dirty and savegeous manner have been making the whole arena of educational institutions panicky, be it in normal colleges or in Engineering, Medical, Business Hubs, raggers keep their soft targets fearful. In many a cities in India, Ragging-centric hudlums used to ransack the purity of Educational Institutions. In many a places ,innocent boys even commit suicide out of intense ragging.
Ragging is not bad practice always:
Ragging is not at all bad tradition; the seniors in the concerned institutions welcome their freshers with harmless mockeries and jokes. Its a kind of freshers' welcome.Students in the capital-Delhi feel ragging up to a limit is okay.Banking on the literal meaning of te word ‘ragging’-teae,make fun or and rib-they say it gives an opportunity to seniors and freshers to know each other in an amusing way.Tey have even coined a term’healthy ragging’.,which ,they argue is a good way to get informally introduced to seniors,who play an important role in shepherding the freshers. But, Now a days ,The administrations even have been started taking stock of the situation. Even, in many a cases, police are engaged to stop atrocities, created by the Dirty buddies. Supreme Court has passed clear verdict prohibiting Ragging of any manner.
So,the freshers are asked to be very much conscious about this 'ragging' menace. And seniors are requested to look in this matter so that this type of menace is not happened to their Junior Brothers and sisters. Hope this new session will be a 'No Ragging Year.'

Meanwhile,The Department of Higher Education under the Ministry of Human Resources Development,Govt.of India released an announcement in the news papers. Here it calls on to join the campaign to make the Campus Ragging free. It also says that Ragging is a criminal offence and lowers standard of Education. After the reopening of the University, campaign against Ragging accumulating momentum in D.U.
By this time Jadavpur University,Kolkata (Even in Shimla Girls’ College) faced Ragging menace and authorities are engaged sincerely to curb it in every possible way.In the announcement Govt.has directed some feed back i.e what colleges & other Institutions must ensure.
These are as follows:
• Prospectus to have guidelines to prevent ragging and factual information on ragging ,if any .
• Undertaking from each student not to be indulge in or abet ragging .
• Form Anti-Ragging Committees.
• Form Anti-ragging squad .
• Conduct orientation programs for freshers .
• Enquire each incident of ragging.
• File F.I.R. with local police where victims are dissatisfied with action taken.
• Strict disciplinary action against students indulging in ragging
• Ensure access to mobile phones and public phones in hostels to enable timely communication.
• Publicize telephone numbers of all important functionaries. (Heads of Institutions, Faculty members, Hostel warden and district Authorities).
• Complaints or information can be oral or written, protect confidentiality of the source.
• Universities should form Monitoring Cells. .

REGARDING THE MENACE OF RAGGING IN EDUCATIONAL INSTITUTIONS.

MENACE OF RAGGING IN EDUCATIONAL INSTITUTIONS
We have come across certain serious incidents of violation of norms for prevention of
occurrence of incidents of ragging in educational institutions. The University Grants
Commission way back in 1999 issued guidelines for prevention of ragging. Subsequently,
the Hon’ble Supreme Court of India has come out with detailed guidelines on this
subject. The Commission also appointed a Committee to operationalise the guidelines
laid down by the Hon’ble Supreme Court of India.
The University Grants Commission has now decided to issue Regulations for prevention
of ragging in educational institutions. The Regulations are likely to be finalized in first
week of April 2009. The Commission has also decided to have wider consultation with
other statutory bodies such as AICTE, MCI, DCI, NCI, NCTE, PCI etc. The Commission
would convene a meeting of these bodies alongwith the Chairmen of State Councils of
Higher Education and State Education Secretaries as these bodies / organizations have to
play important role in prevention of ragging in institutions of higher education. This meet
is likely to be fixed in the last week of April, 2009.

Delhi Police announcement
As per Supreme Court directives Delhi police has taken certain measures
to stop ragging menace in Educational Institutions and other vulnerable points.
1.Delhi police has installed CCTV and posted Police personnel in plain clothes
to check ragging in different sensitive points in the city.
2.DCP /SHO to ensure that no ragging takes place and effectively deal with such
incidents.
3.PCR Vans and pickets are being deployed at colleges & strategic points to check
Anti-social elements and ragging.
4.Complaint Boxes at Colleges and Girls’ hostels kept for freshers to report incidents
of ragging.
5.Surprise checks in Buses to and from University Campus/Colleges.
6.Close watch on ruffians to prevent their entry in to campus in the grab of students/
guardians.
8.For immediate help : Dial 100 or inform nearest PCR van.
